Dave Kaiser - AHN Mexico and Texas residents are boarding up their windows as they brace for the arrival of tropical storm Dolly on Wednesday. The National Hurricane Center (NHC) forecasts Dolly will soon pick up wind speeds, turning into a category one hurricane. AT 10 a.m. EDT, Tropical Storm Dolly's center is 265 miles southeast of Brownsville, Texas packing 65 mph winds. It is moving west-northwest at 13 mph. NHC predicts that Dolly's general forward motion will continue Tuesday with a further decrease in forward speed. It predicted the center of the hurricane should be near the western coast of the Gulf of Mexico and Texas on Wednesday. Dolly is expected to produce rain accumulations of 4 to 8 inches, with isolated amounts of up-to 15 inches in south Texas and northeastern Mexico over the next few days. Coastal surge flooding is expected from 4 to 6 feet above normal. A hurricane warning is now in effect for the coast of Texas from Brownsville to Port O'Connor; and for the northeast coast of Mexico, from Rio San Fernando north to the border between Mexico and the United States. A tropical storm warning is in effect from north of Port O'Connor to San Luis Pass. In Mexico, a tropical storm warning is in effect from La Pesca to south of Rio San Fernando. NHC warned Dolly will hit the coast with up to 15 inches of rain, flooding and large battering waves. Forecasters predict up to 15-foot seas. Residents are stocking up on hurricane supplies, including batteries, water and canned food. NHC warned residents from Brownsville to Port O'Connor, Texas to prepare for at least 4- to 6-inches of rain, and probably more as Dolly moves toward the coast. A NHC, a spotter aircraft is monitoring Dolly's path and intensity. A hurricane watch means that hurricane conditions are possible within the watch area, generally within 36 hours.
