San Francisco expands ban on plastic bagsRetailers in San Francisco will not be asking customers if they prefer paper or plastic when bagging goods. And, if customers don't bring their own reusable bags, they will have to pay for one. The ordinance is meant to reduce litter and waste processing costs. All retail outlets must stop distributing single-use plastic bags by October.

Mortgage rates hold record lowsMortgage rates held on to near-record lows this week. In the week ending Feb. 9, the average rate on the 30-year fixed rate mortgage remained unchanged at 3.87 percent, matching a record low set in the prior week. A year ago, the 30-year rate sat at 5.05 percent.

Unemployment claims fall to near four-year lowInitial unemployment claims fell by 15,000 to 359,000 during the latest week, a level near the four-year low hit in January, the Labor Department reported Thursday. The number was better than economists' expectations for 370,000, down from the prior week's 373,000.
